Combine in mixing bowl - 1 and 1/2 cup flour, 1 cup sugar, 1/3 cup cocoa, 1/2 tsp. salt. Stir to combine. Pour in 1/3 cup vegetable oil, do not stir yet. In another dish, combine 1 cup water, 1 teaspoon vanilla, 1 tablespoon vinegar. Add to first bowl. Stir until mostly smooth. Bake in 9x9 pan for 25 minutes at 350.
