Various wind spinners are popular in my neighborhood. They look like some of these examples. Don't know what you would do to connect the metal-to-metal.

J-B Weld epoxy will connect metal to metal, and it's tough enough to be used in repairing auto parts. So it ought to stand up to the weather just fine.
